Members and guests who attended the NCIRG Christmas party on Dec. 11th at the Vailhouse Oyster Bar & Grille in Goldsboro, NC had a memorable night of awesome food, impeccable service, lively entertainment and fun fellowship! A special thanks to Tom Vail, owner of the Vailhouse, and his hard working crew for the EXTRA special attention given to our group! For those who couldn't attend, you really missed a special treat! NCIRG August 2019 Meeting - CXF Focus Class
The NCIRG was honored to have Mary Morgan, CXF Trainer, and Donie Wood, Chief Customer Officer, of Clayton Homes Corporate for an engaging and informative class on customer training. Topics covered included:
- Awareness of other people’s perspective by taking a step back from our everyday and seeing the customer’s reality
- Changing our mindset from thinking about the customer to being obsessed with the customer
- Took a closer look at brands that have a great customer experience and those that don’t and why have they failed
- Walked through the home buying journey in the customers shoes and analyzed what the customer is thinking, seeing, hearing, saying, and doing during their service experience after moving in
NCIRG December 2018 Meeting
Tonnie & Marilyn Prevatte stopped by after the removal of staples from his recent triple bypass surgery. The NCIRG group gave Tonnie & Marilyn an Edible Arrangement provided by F& M Mortgage’s Director of Sales, Systems Built Division, Yana Billet.

NCMHA 2018 Annual Meeting & 50th Anniversary Celebration
It was an exciting event for all those who attended the NCMHA Annual Meeting & 50th Anniversary Celebration June 6- 8, 2018 at The Holiday Inn Resort, Wrightsville Beach, NC! From great music by the world famous Embers to distinguished keynote speakers, everyone was sure to make LOTS of great memories at this convention!

CEO Roundtable Speakers EventKevin Clayton- CEO Clayton Homes, Joe Stegmayer- CEO Cavco Industries, and Mark Yost- CEO Champion Home Builders came in to address the manufactured home industry and made comments about where our industry has been, progress to date, and future changes that our industry must meet to fit in. After the CEO's made their speech, the room was open for questions.

Tonnie Prevatte Awarded Distinguished James E. LaVasque Award
Congratulations to Tonnie Prevatte, Past President of NCMHA on receiving the distinguished James E. LaVasque award!
Tonnie Prevatte was hired with Conner Homes, at the age of 17 in sales, and at the age of 22 promoted to a district manager over branch managers, overseeing the opening of new lots. In 1988 he opened his own retail sales center, Prevatte Home Sales in Lumberton, N.C. Tonnie is very involved in our manufactured home industry with lenders, vendors, manufacturers and other industry leaders. He has served on various boards with NCMHA and presently serves as President of the NCIRG. |
The James E. LaVasque Award is the highest honor bestowed upon a member of NCMHA. The award is presented annually to a member who embodies high standards, vision and leadership ability of Oakwood Homes President James E. LaVasque, an industry pioneer who was one of the founders of the association and served as one of its first presidents.

MHI Secures Major Legislative Victory for Manufactured Housing Retailers & Sellers
Great news to report regarding previous Dodd-Frank regulations affecting the manufactured home industry! The U.S. House of Representatives (House) has passed legislation clarifying that a manufactured housing retailer or seller is not inappropriately considered a mortgage "loan originator" simply because they provide a customer with some assistance in the mortgage loan process. The passage of this very important piece of legislation will bypass earlier restrictions to retailers in our industry, and enable more Americans achieve the dream of home ownership! MHI Secures Major Victory for Manufactured Housing Retailers and Sellers
Congress Passes Bill Giving Industry Relief from the Dodd-Frank Act
The U.S. House of Representatives (House) has passed legislation clarifying that a manufactured housing retailer or seller is not inappropriately considered a mortgage "loan originator" simply because they provide a customer with some assistance in the mortgage loan process. This provision was included in S. 2155, the "Economic Growth, Regulatory Relief, and Consumer Protection Act," a package of reforms intended to improve the national financial regulatory framework and promote economic growth. S. 2155 passed the House on Tuesday by a strong bipartisan vote of 228-159. With S. 2155 already passed by the U.S. Senate in March, this legislation is now headed to the President’s desk for signature.
The passage of S. 2155 by the House is a result of MHI’s ongoing efforts to protect manufactured housing retailers and sellers from liability under federal consumer protection mortgage rules for the loan portion of a consumer transaction. MHI has continually argued that if a retailer or seller does not receive compensation or gain related to the loan, they should not be considered a loan originator simply because they help borrowers identify potential lenders or provide minimal assistance during the loan process.
MHI’s government affairs team worked closely with both Congressional leadership on Capitol Hill and champions of manufactured housing to secure passage of this important provision. The grassroots outreach from MHI members and state executive directors – totaling more than 15,000 calls and emails – was instrumental in helping Members of Congress understand the importance of this provision to their constituents.
Upon passage of the bill, U.S. Representative Andy Barr (R-KY), long-time supporter of manufactured housing and author of the Preserving Access to Manufactured Housing Act (H.R. 1699), said, “Dodd-Frank’s one-size-fits-all ‘loan originator’ definition failed to account for the unique nature of the manufactured housing market. The result: hard-working, low and moderate income Americans have lost access to affordable manufactured housing. The Preserving Access to Manufactured Housing Act, included in S. 2155, fixes this problem and enables more Americans to achieve the American Dream of homeownership.” View Representative Barr’s remarkshere.
During House debate, Representative French Hill (R-AR) highlighted the manufactured housing provision contained in S. 2155, arguing that the provision, “will help hundreds of Arkansans – hardworking families who need access to credit for manufactured housing in rural parts of the state.”
The inclusion of the manufactured housing provision in S. 2155 was made possible by MHI’s extensive and successful efforts over the last few years in getting a similar provision included in three previous House-passed bills (H.R. 1699, H.R. 10, and an FY 2018 appropriations bill), as well as a freestanding Senate manufactured housing bill (S. 1751). On March 14th, the Senate passed S. 2155 by a vote of 67 to 31.

Update on Sales Tax Law
MAJOR LEGISLATIVE VICTORY! You may recall that, effective March 1 of this year, North Carolina's sales tax was expanded to apply to repair, maintenance and installation services. The new law caused confusion and misunderstanding across many industries. For manufactured and modular homes, the question was whether a separate sales tax had to be collected on set-up and installation and, if so, who should collect tax. NCMHA worked hard on this issue during the 2016 Legislative Session, and we are very pleased to report that the law has been clarified in the industry's favor. Read the entire law changes here....

professionalism and to educating consumers and elected officials about the manufactured and modular housing
industry. The independent retailer of the year’s sales team should show consistent involvement in serving
NCMHA, its local community, and the industry as a whole. To qualify as an independent retailer nominee,
the retailer must only operate two or less sales centers in North Carolina.
